For the sake of this discussion, let's agree that "action" and "power" are two different properties. Power is the resistance to bending (ie...how stiff is the rod) whereas Action is how (or where) it bends.
If the rod primarily flexes in the upper 25%, then it is considered an extra-fast action. If it flexes a little deeper into the blank, say the upper third, then it's a fast action. If the upper half (or more) flexes under load, then it's a moderate action. This has NOTHING to do with power.
Extra-fast tip action rods really shine with topwaters, shakey-heads, and wacky-rigs. They also are very good with spinnerbaits, as they allow you to make short, quick accurate cast with a minimum of rod motion.
Fast action rods can do it all. If I could only have just one, this would be it.
Moderate action rods really shine with crankbaits, and if you do any inshore saltwater fishing anything marketed as a "Popping Rod" will be a moderate action.
