I prefer a 6'8"-7' medium action XF or F action. I was using the mojo bass wacky rod which is 6'8" MXF but it is now sleeping under a bunch of mud and water. I liked the XF action on that rod but now i have a 7' MF rod that i have been using that i really like too and it doubles as a very good shaky head or smaller texas rig/grub rod too.

I match the rod power to the cover. The action on all of them, from medium light to heavy is x-fast. I'll go as light at 6# fluoro, and as heavy as 50# braid. My favorite setup for this is a 6-9 MH/XF spinning rod and 20# braid with a 12# CXX leader. Match the hook to the bait. 1/0 and 2/0 Gamakatsu Wide Gap Finesse hook for 4 and 5" Senkos.

Something in the 6'8'' to 7'0'' spinning. Medium or Medium Heavy depending on where you fish. If you fish really weedy areas, the heavier power will give the ability to horse the fish out of the mess.
As for action, you can go Fast or XFast. The XFast makes it easier to cast lighter baits and gives you a bit better sensitivity compared to the same blank in a Fast action. It does requires a little adjustment on the casting since it is 'stiff' and won't load much on a cast so you need to use a more snap-your-tip type cast to skip a lure efficiently.
I used a 6'10'' rod. It is MH, Xfast. It is almost too much rod for senkos BUT I can keep the fish out of the grass easily. I haven't lost one yet to the salad. My older senko rod was a Medium Light with a mod-fast action and while it was really easy to cast, it lacked the power to move fish out of cover and I paid a few times for that.

I will be using it on rivers mostly in open water around rock cover and downed trees

I have a Saint Croix Eyecon that would work perfectly for what you describe. I know it's sold as a "walleye rod" but it's perfectly suited for this, and $80 cheaper than my Avid with similar specs. It's 6-8, ML/XF. 20# braid and a leader on one spool, and 8# fluoro on the backup spool.

I'll second the rod powers mentioned.
As for the hook size, I think you might have better luck with #2 or even #1. For areas around wood cover & grass, I like the Owner ones with a weed guard. For open water, the the smaller size with no guard will work

GLoomis BSR 852 for me. Medium/Xfast, and I LOVE IT!!! Has some backbone to pull some out of the coontail, but still super sensitive.
Bit pricey, but I worked a butt load of OT, and decided to reward myself.

My Rod of choice for 3 & 4" Senkos in the Cover you are talking about is a 6'3 MLXF Avid.
I have handled the 6'8 Eyecon that jfrancho mentioned as well as the Eyecon in 6'3 MXF and both seem like they would work well also for less Money than the Avid.
Sportsmart in Charleston has them if you would want to check them out.
Give me a Shout when you want to come up again although it is still a little slow and the Water level is way down.

Ah great question. I haven't fished wacky enough to chime in but will I use 7'6 ML/F 20lb braid with 10lb fC leader and or 7' M/F 30lb braid 15lb/10lb FC leader. I had a question about using weed guards with o-ring does anyone do it if so how are the hook up?
